On the afternoon of October 31, 2025, the University of Finance - Marketing (UFM), in partnership with the Academy of Politics Region II, the University of Economics and Law under Vietnam National University Ho Chi Minh City, and Ho Chi Minh City University of Technology and Education, held a national conference entitled "Fiscal Policy and Reform of the Economic Growth Model in a New Context." The event took place at UFM's campus at 27 Tan My Street.

Attendees included Le Trung Dao, PhD, Vice Rector of UFM; Tran Thanh Long, PhD, Vice Rector of the University of Economics and Law; Assoc. Prof. Dang Quang Vang, PhD, Dean of the Faculty of Economics at Ho Chi Minh City University of Technology and Education; representatives of the Academy of Politics Region II; business representatives; leaders of UFM units; lecturers; and doctoral candidates.

Delivering the opening remarks, Le Trung Dao, PhD, Vice Rector of UFM, emphasized the importance of research and academic exchange on fiscal policy and new growth models. He noted that the conference addressed a timely and urgent topic, particularly as Vietnam works toward its sustainable development, digital transformation and green transition goals.

On behalf of the Organizing Committee, Le Trung Dao, PhD, thanked the co-organizers, speakers and delegates for their participation and contributions. With nearly 50 high-quality research papers, the conference provided a scientific forum offering comprehensive and multidimensional perspectives.

During the presentation session, four speakers delivered substantive papers under the guidance of the Presidium. Their presentations offered scientific arguments and empirical evidence, while proposing recommendations to improve fiscal policy in line with Vietnam's reform of its economic growth model.


The Presidium comprises Assoc. Prof. Huynh The Nguyen, PhD, Dean of the Faculty of Business Administration; Assoc. Prof. Nguyen Thi My Linh, PhD, Director of the Institute of Finance and Banking Technology; and Trinh Hoang Hong Hue, PhD, Acting Deputy Dean of the Faculty of Economics at the University of Economics and Law, Vietnam National University Ho Chi Minh City

The presentations identified institutional, human-resource and technological bottlenecks constraining Vietnam's current economic development and outlined policy visions and solutions for restructuring the growth model in a new era. They also presented empirical evidence and theoretical analysis of the combined effects of digital transformation and the green transition.

Other papers examined the mechanisms through which fiscal policy can promote sustainable economic growth in Vietnam and analyzed the relationship between public spending on education and the country's gross domestic product growth in recent years. Drawing on an overview comparing the pace and quality of Vietnam's economic growth with other Asian countries in the post-coronavirus disease 2019 period, the presenters also proposed lessons and policy implications to help Vietnam maintain growth momentum and keep pace with regional trends.

Nguyen The Khang, PhD, from the Institute of Finance and Banking Technology, presents "Economic Growth in Vietnam and Asian Countries During 2022-2024: Current Situation and Policy Implications"

The discussion session featured extensive exchanges among delegates, researchers and speakers. Participants examined bottlenecks in public investment disbursement, human resources for innovation, the application of artificial intelligence, data security, and the challenge of balancing economic growth with environmental protection. They also highlighted the need to advance a green and high-technology economy and improve the quality of research and education.

The Organizing Committee sincerely thanked the delegates for submitting papers, attending the conference, and sharing their views. It also expressed hope for continued cooperation with researchers and scholars at future conferences.
