On the afternoon of October 31, 2025, at Campus 27 Tân Mỹ, the University of Finance – Marketing (UFM), in collaboration with the Academy of Politics Region II, the University of Economics and Law (Vietnam National University – Ho Chi Minh City), and the Ho Chi Minh City University of Technology and Education, successfully organized a national conference themed “Fiscal Policy and the Renewal of Economic Growth Models in the New Context.”

The conference was attended by Dr. Lê Trung Đạo, Vice Rector of UFM; Dr. Trần Thanh Long, Vice Rector of the University of Economics and Law; Assoc. Prof. Dr. Đàng Quang Vắng, Dean of the Faculty of Economics, Ho Chi Minh City University of Technology and Education; representatives from the Academy of Politics Region II; enterprise representatives; leaders of UFM’s functional units; faculty members and researchers.

In his opening remarks, Dr. Lê Trung Đạo, Vice Rector of UFM, emphasized the importance of academic exchange and research on fiscal policy and innovative growth models. He noted that the conference’s theme is timely and urgent, especially as Vietnam strives toward sustainable development goals, digital transformation, and green transition.

During the presentation session, under the chairmanship of the Presidium, the speakers delivered four insightful papers presenting scientific arguments, empirical evidence, and practical recommendations to refine fiscal policies aligned with Vietnam’s economic growth model transformation. The Presidium comprised Assoc. Prof. Dr. Huỳnh Thế Nguyễn – Dean of the Faculty of Business Administration (UFM); Assoc. Prof. Dr. Nguyễn Thị Mỹ Linh – Director of the Institute of Banking Technology; and Dr. Trịnh Hoàng Hồng Huệ – Acting Dean of the Faculty of Economics, University of Economics and Law (VNU-HCM). Beyond identifying institutional, human resource, and technological “bottlenecks” hindering Vietnam’s economic progress, the presentations provided strategic orientations and policy solutions for restructuring growth models in the new era. The papers also examined the dual impact of digital and green transformation on sustainable growth through both theoretical and empirical lenses. The conference featured papers that analyzed the mechanisms and roles of fiscal policy in promoting sustainable economic growth in Vietnam; explored the relationship between public spending on education and GDP growth; and presented a comparative overview of Vietnam’s economic growth rate and quality relative to other Asian countries in the post-COVID-19 period. From these findings, the authors proposed valuable policy implications and lessons to help Vietnam sustain growth momentum and align with regional development trends.

Key presentations included: Ms. Vũ Thị Quý (Academy of Politics Region II) – “Vietnam’s Economic Growth Model: Positioning, Bottlenecks, and Vision in the New Era.” Assoc. Prof. Dr. Trần Văn Hùng (Institute of International Political Economy) – “The Impact of Digital and Green Transformation on Vietnam’s Sustainable Economic Growth.” Mr. Đào Văn Nam (University of Economics and Law) – “The Relationship between Public Expenditure on Education and Economic Growth in Vietnam.” Dr. Nguyễn Thế Khang (Institute of Banking Technology) – “Economic Growth in Vietnam and Asian Countries (2022–2024): Current Situation and Policy Implications.” In the discussion session, the conference received numerous valuable insights from delegates, scholars, and speakers. Alongside lively exchanges on issues such as public investment disbursement bottlenecks, innovative human resources, AI applications, data security, and growth linked with environmental protection, participants also emphasized the importance of developing a green economy, advancing high technology, and enhancing research and training quality.
