National Scientific Conference on Renewing the Growth Model and Creating Breakthrough Drivers for Huế City to Enter a New Era
On the morning of April 10, 2026, in Huế City, the University of Finance – Marketing (UFM), in coordination with the Department of Finance of Huế City and the Huế City Institute for Development Studies, organized a national scientific conference under the theme: “Renewing the Growth Model and Creating Breakthrough Growth Drivers for Huế City to Enter a New Era.”
The conference was attended by incumbent and former leaders from central and local agencies, including Mr. Nguyễn Văn Mạnh, Vice Chairman of the People’s Committee of Huế City; Mr. Phan Ngọc Thọ, former Permanent Deputy Secretary of the Provincial Party Committee and former Chairman of the People’s Committee of Thừa Thiên Huế Province, now Huế City; Assoc. Prof. Dr. Nguyễn Văn Phúc, former Deputy Minister of Education and Training; Mr. La Phúc Thành, Director of the Department of Finance of Huế City; Assoc. Prof. Dr. Phạm Tiến Đạt, Secretary of the Party Committee and President of the University of Finance – Marketing; Mr. Cung Trọng Cường, Director of the Huế City Institute for Development Studies; together with representatives of departments, agencies, enterprises, and a large number of scholars and researchers.

In particular, the conference brought together leading experts and scientists, including Prof. Dr. Trần Thọ Đạt, Chairman of the Scientific and Training Council of the National Economics University; Prof. Dr. Trần Thị Vân Hoa, former Vice President of the National Economics University; Prof. Dr. Nguyễn Trọng Hoài, Deputy Editor-in-Chief of the Journal of Asian Business and Economic Studies (JABES); Prof. Dr. Trương Bá Thanh of the University of Economics – The University of Danang; and Prof. Dr. Đinh Văn Sơn, former President of the University of Commerce. The presence of these distinguished experts further enhanced the academic depth and practical value of the conference.
In his opening remarks, a representative of the leadership of the People’s Committee of Huế City underscored the urgent need to renew the city’s growth model in the context of Huế’s new position as a centrally governed municipality, while orienting its development toward a heritage urban center, a green economy, and a digital economy.
Addressing the conference, Assoc. Prof. Dr. Phạm Tiến Đạt, Secretary of the Party Committee and President of the University of Finance – Marketing, affirmed that: “The conference is not merely an academic forum, but also a bridge connecting scholars, policymakers, and the business community, thereby contributing practical policy recommendations for Huế City in its new phase of development.” He also noted that UFM is implementing plans to develop its branch campus in Huế, with the goal of establishing a high-quality center for training, research, and policy consultancy to meet the development needs of the locality and the Central region.

Presentations at the conference focused on analyzing the constraints of the current growth model, while proposing a number of breakthrough solution groups, including the development of the digital economy, green economy, and circular economy; improvement of institutional quality; promotion of innovation; and, in particular, the development of high-quality human resources aligned with Huế City’s new development requirements.
During the roundtable discussion, experts continued to engage in in-depth exchanges on strategic issues, emphasizing the need to accelerate substantive digital transformation, formulate integrated policy mechanisms linking green growth with digital transformation, and promote a heritage urban model associated with the creative economy and smart tourism.

The conference was widely regarded as a scientific forum of significant practical importance, contributing academic and empirical foundations for the formulation of Huế City’s development policies for the 2026–2030 period and a long-term strategic vision.
With its strengths in training quality, faculty capacity, scientific research, and enterprise collaboration, the development of a UFM branch campus in Huế carries significance not only in expanding the University’s educational scale, but also in enhancing the provision of high-quality human resources for the locality and the Central region.


The presence of the University of Finance – Marketing in Huế is expected to make a meaningful contribution to the locality’s socio-economic development, particularly in the fields of finance, governance, services, and the digital economy, while also helping to foster a high-quality higher education environment capable of meeting the demands of integration and development in the new era.
