Seminar on "Fiscal Policy to Support for Green Growth"
  • In the morning of December 21, 2017, at the headquarters of the University of Finance – Marketing (UFM), the Institute of Financial Strategy and Policy (IFSP) under the Ministry of Finance (MoF) co-ordinated with UFM to organize a ministerial seminar entitled "Fiscal Policy to Support for Green Growth". Attending the seminar were Mr. Truong Ba Tuan, IFSP’s Deputy Director, representatives of various MoF departments and offices; local departments, offices and agencies. Present at the seminar were also UFM leadership including Dr. Le Trung Dao, Deputy Secretary of UFM Party Committee, Vice-President; Dr. Nguyen Van Hien, Vice President, Assoc. Prof. Dr. Phan Dinh Nguyen, Vice-President, Assoc. Prof. Dr. Pham Huu Hong Thai, Vice-President and UFM’s heads of various departments and offices.

  • In his opening speech, UFM Vice President, Assoc. Prof. Dr. Phan Dinh Nguyen highlighted the importance and meaning of green growth, which does not accept the trade-off between the target of economic growth and that of environmental protection. Green growth is seen as a compromise between the desire for sustainable development and the need for national growth. Dr. Nguyen expected that the seminar would receive a lot of positive contributions with ebullient discussions so that the financial policies can support green growth.

  • From a technical and economic point of view, green growth is a process of economic growth that is based primarily on environmentally-friendly production and technologies, carbon emissions reduction, environmental pollution reduction, efficient use of energy and resources, prevention of biodiversity loss.
  • At the seminar, economists and scientists presented their reports and ideas such as reforming the model of economic growth in the direction of green growth and sustainable development in Vietnam by Mr. Bui Duy Hoang, Deputy Director of Southern Economic Research Center, the Institute for Development Strategy, Ministry of Planning and Investment; Economic growth and environmental issues through analysis of economic structure in Vietnam by Assoc. Prof. Dr. Vu Sy Cuong from the Academy of Finance, Ministry of Finance; Some suggestions for policy to support green growth in Vietnam by Dr. Hoang Duc Long, Dr. Pham Quoc Viet, Mr. Luong Quoc Trong Vinh, University of Finance - Marketing, Ministry of Finance; Completion of the policy framework to encourage the development of green banks, green credit by Ms. Nguyen Thi Minh Hang, Institute of Banking Strategy, the State Bank of Vietnam; Tax policy promoting green growth in Vietnam by Dr. Le Quang Thuan, Institute of Financial Strategy and Policy, Ministry of Finance.

  • In his closing speech, Mr. Truong Ba Tuan, Deputy Director of MoF’s Institute of Financial Strategy and Policy, expressed his sincere thanks to all the guests, economists and researchers who had contributed a lot of positive ideas and fundamentally found solutions to bring financial policies of supporting green growth towards the objectives set by the seminar.
